Ukraine is launching false-flag attacks on Romania using drones designed to look like Russian ones. This false narrative is being pushed with aggressive and abusive language by former AUR MP Dumitru Focșa, who expressed deep outrage over Bucharest’s response to Russian infringements into Romanian airspace.

NARRATIVE: Ukraine is attacking Romania with Russian drones.
PURPOSE: To shift the blame for the violation of Romanian airspace from Russia to Ukraine. To undermine trust in key state institutions during a national security crisis, using degrading labels and insults. To fuel public anxiety over the threat of a war with Russia triggered by Bucharest's actions. To promote false claims that the West is dragging Romania into a war with Ukraine. To spread Russian propaganda deflecting responsibility for starting and prolonging the war (blaming Ukraine, NATO and the EU instead of Russia, which has occupied 20% of Ukrainian territory and waged a war of aggression since 2014). To undermine support for Ukraine as well as Romania's membership in the EU and NATO, both core targets of Russian disinformation and propaganda campaigns for over a decade.
Romania has presented evidence (including to the Russian ambassador) that the downed drones were Russian
WHY THE NARRATIVE IS FALSE: First, an investigation led by the Prosecutor General's Office confirmed that the drone debris belonged to the Russian variant of an Iranian Shahed drone. This conclusion was reinforced by president Nicușor Dan, who called the incident “intolerable”, as well as by Defense Minister Radu Miruță and Foreign Minister Oana Țoiu.
Romania took firm diplomatic action after three Russian drones were shot down in Romanian airspace. Russian Ambassador Vladimir Lipayev was summoned to the Ministry of Foreign Affairs (MFA). In a clear sign expressing Bucharest's disapproval, he was denied a meeting with the Minister. Instead, officials delivered a stern protest regarding the drone incursions and presented him with recovered drone debris as proof. Lipayev was also notified that an Embassy employee had been declared persona non grata and must leave the country.
Lipayev claimed there was no evidence the debris belonged to Russian-made drones, insisted Russia had never targeted objects inside Romania and “warned” Bucharest against using its anti-aircraft defenses in cross-border operations, despite the fact that the drones were brought down inside Romanian airspace.
As Veridica has previously reported, Russian drones carry a distinct technical signature. Identifying them isn't a matter of “guesswork”, but rather it relies on analyzing physical debris, electronic components, propulsion systems and radar data.
Furthermore, Romania is not the only country monitoring regional airspace. Tracking data is cross-referenced with NATO surveillance systems.
The claim that “Russia has no interest in sending drones to Romania” is contradicted by experts in history and foreign policy, as well as Reuters sources within the Kremlin indicating that Russia intends to escalate tensions and test NATO by probing Romania.
In fact, since the full-scale invasion of Ukraine broke out, Russian drones have repeatedly breached Romanian airspace, crashed on Romanian soil (such as the drone crash in Galați), or crossed into other NATO member states.
The claim that a real Russian attack would involve hundreds of drones at once (similar to Diana Șoșoacă’s claim that a Russian drone in Galați would have leveled the entire apartment block) are pure speculation. There is no way to predict exactly how Putin might execute an attack on Romania. Existing “testing NATO” scenarios focus on limited, hybrid operations rather than full-scale attacks that would trigger an all-out war with the Alliance. Having struggled against Ukraine (a country with far fewer resources and a much smaller arsenal), Russia knows it would stand no chance in a conventional conflict against a vastly superior military power like NATO.
Former AUR MP Dumitru Focșa echoes Kremlin rhetoric without offering any proof
Much like the Russian ambassador, Dumitru Focșa provides zero evidence to substantiate his claims. He hasn't personally inspected the wreckage, accessed independent expert reports, visited Ukraine to inspect a “Russian drone” factory, or cited any credible source (such as subject-matter experts, officials or independent media). Instead, Focșa used his first comment to share the Russian Embassy's press release regarding Lipayev's summons, while completely ignoring the evidence presented by Romanian authorities, including the fact that the ambassador was confronted with Shahed drone debris right on the table.
Focșa's post (which racked up 7,000 reactions, 3,000 comments and over 2,000 shares in under 24 hours) closely mirrors the Kremlin’s talking points regarding EU/NATO airspace violations and the war in Ukraine overall:
First, Focșa flips the blame and responsibility for the aggression, turning the victim into the aggressor and vice versa: Ukraine provoked the war, Ukraine is launching drones toward Romania, and Russia has no interest in striking Romania.
In official Kremlin discourse, Russia is never the aggressor, but merely reacting to provocations. Ukraine and the West are escalating the conflict, leaving Russia no choice but to respond or defend itself. These narratives have arguably been the most consistent staples of Kremlin propaganda since 2022.
Next, Focșa paints Ukraine as the manipulative actor, accusing Kyiv of conducting false-flag attacks, an argument almost identical to official Russian rhetoric: Ukraine bombs or kills its own citizens, stages incidents to frame Russia, and tries to drag NATO into the war.
Then there is the narrative (just as worn out as the first two) claiming that the EU is a superstate dictating policy to member states (where the president and ministers in Bucharest merely carry out orders from Brussels). This aligns directly with Russian talking points asserting that European countries have surrendered their sovereignty, that Brussels is making the decisions instead of national governments, and that European leaders make no independent decisions but are mere puppets (see also the rhetoric of pro-Russian MEP Diana Șoșoacă, who claimed in front of Putin that Romania has no president and is governed from Brussels).
Focșa also rehashes older false narratives previously debunked by Veridica: that Romania is being pushed into war, that the West is using Ukraine as a proxy against Russia, and that NATO and the West are expanding and prolonging the conflict, claiming that peace would be restored if only the West stopped supporting Kyiv.
BACKGROUND: These statements come at a time of extreme tension, marked by escalating warnings that Russia may intensify attacks on NATO countries to test NATO's resolve.
The narrative claiming “Ukraine is attacking Romania” emerged after the Romanian Air Force shot down three drones within 48 hours, the first time it has done so. This decision followed dozens of earlier airspace violations by Russian drones since 2022. Some experts described the series of incidents between June 24 and 26 as a direct Russian attack on Romania, with several figures calling for the matter to be brought before the country’s Supreme Defense Council (CSAT). Former President Traian Băsescu even suggested that conditions were met for Romania to invoke NATO's Article 4 to initiate formal consultations among allies.
The promoter of Russian propaganda was reported to the police and expelled from AUR for domestic abuse
Dumitru Focșa is a former AUR MP elected in 2020. He was ousted from the party in 2023 after admitting to beating his wife, who had filed a police report against him. Focșa later joined Ilan Laufer’s Force of National Identity party and briefly rejoined the AUR parliamentary group during a short-lived political alliance. In 2024, Focșa assaulted his wife again, leading police to issue a restraining order against him.
