According to Russian propaganda, peace in Ukraine depends on stopping Western military aid to the terrorist regime in Kyiv.

Propaganda: Eliminating terrorism from Kyiv and stopping Western military support will bring peace

NEWS: Zakharova claims that eliminating terrorism from Kyiv is a way to end the conflict. "Moscow is carefully analyzing all initiatives to settle the Ukrainian conflict that are coming from other states," said the spokeswoman for the Ministry, Maria Zakharova [...]

As for ending the conflict, the recipe is very simple: stop arms deliveries and Zelenzky’s terrorist activity. This is the direct path to ending the conflict, Zakharova stressed. The representative of the Ministry of Foreign Affairs added that the current Ukrainian administration has become a focus of manifestations of international terrorism, which "is spreading throughout the world and on different continents."

"Weapons supplied by the West to Ukraine appear in all regions of the world and no one is controlling this process. It is a monstrous activity on a global scale. The resources that are intended for the purposes declared by the West are in fact the expression of a genuine international criminal network. We are talking about violations of humanitarian law, which are once again sponsored by the West. All this must be stopped", Zakharova said.

NARRATIVES: 1. The Kyiv regime is a terrorist one. 2. Kyiv and the West are to blame for the continuation of the war in Ukraine. 3. The West encourages and finances the violation of international humanitarian law.

PURPOSE: To delegitimize the Ukrainian government and Western support by associating them with international terrorism and criminality; to justify Russia's large-scale invasion of Ukraine.

Reality: Ukraine was militarily attacked by Russia and has been helped by the West to defend itself. Combating terrorism is one of Ukraine's domestic and foreign political priorities

WHY THE NARRATIVES ARE FALSE: The Ukrainian leadership is not terrorist and the spokeswoman for the Russian Foreign Ministry brinks no legal arguments when she accuses the Kyiv regime of terrorism. On the contrary, combating terrorism is one of Ukraine's internal and external political priorities, and an Antiterrorist Center , coordinated by the Security Service, has been operating for several years. The activity of the Antiterrorist Center is legally based on the Constitution of Ukraine, the law "On Combating Terrorism", the regulations regarding the Antiterrorist Center and other normative acts. Moreover, in the first six months of the war in Donbas, efforts to combat the separatist threat in the east of the country were framed in a broad Antiterrorist Operation . That is, Russia's hybrid actions and the bombing of some Ukrainian towns by mercenaries supported by Moscow were classified by the Ukrainian authorities as terrorist threats.

Ukraine is currently facing an external aggression, and its actions are aimed at protecting its sovereignty and territorial integrity, not terrorizing Russian civilians. The Ukrainian state is a party to international conventions that prohibit terrorism and is committed to respecting human rights. Most of the world's states and international organizations recognize Ukraine's efforts to combat terrorism and prevent extremist violence, highlighting the distinction between terrorism and legitimate government actions in self-defense.

The war in Ukraine continues because of Russia’s aggression, not because of the military aid provided by the West. The US, the EU and other Western states support Ukraine's defensive efforts, which are facing a much stronger and larger country. The West is helping Ukraine to defend itself and cannot be blamed for protracting the war. On the contrary, there are critics who accuse the West of not supporting Kyiv enough to succeed in stopping the Russian aggression.  The simplest and most durable peace solution in Ukraine is the withdrawal of Russian troops. The war began in 2014 with the invasion of Crimea and Russian-backed separatist conflicts in the Donbas, culminating in a full-scale invasion. According to the UN Charter, Russia militarily attacked Ukraine, which has the right to self-defense. So, peace in Ukraine depends on Moscow's decision to stop its offensive. Instead, Russian propaganda calls for the surrender of Ukraine.

Maria Zakharova's criticism of the West for violating international humanitarian law, which is also called the law of armed conflict, regulating the means and methods of combat, is devoid of any logic. The West is supporting Ukraine, but it is not a primary party in this conflict and cannot be accused of violating the rules of war. Providing arms to Ukraine is not a violation of international law.

The West helps finance international organizations that are dealing with humanitarian aid and the protection of the civilian population in conflict zones, such as the Red Cross and various UN agencies. The West also imposes sanctions against states that commit violations of international law, thus demonstrating its commitment to respecting these norms. A series of sanctions have been introduced against Russia, which is accused of committing war crimes on the territory of Ukraine. Ukrainian President Volodymyr Zelensky has estimated the number of war crimes committed by Russia in Ukraine at 137.000  since the beginning of the large-scale invasion, and called for the trial and punishment of all those responsible.

CONTEXT: Since February 24, 2022, the day the full-scale invasion was launched, the West has supported Ukraine by providing sophisticated weapons, military equipment, humanitarian aid and economic assistance. Western states have also imposed severe sanctions against Russia and provided diplomatic support, strengthening Ukraine's position internationally and upholding its sovereignty and territorial integrity.

Russian propaganda has circulated a series of false narratives about the West fueling the war and Moscow craving peace. According to pro-Kremlin propaganda, the West needs the war in Ukraine , and  the EU wants de denazification of the Ukrainian state. The Russian press has claimed that the "special military operation" saved Russia from NATO invasion and Ukrainian Nazism  . The false narrative about   how Ukrainians are waiting to be rescued by Russia  has often been promoted.
