Instead of solving economic problems facing Ukrainian society, Ukraine's leadership is sacrificing its men on the frontlines in the Western-funded war, pro-Kremlin media writes.

Propaganda: The goal of Kyiv and the West is to send as many men as possible to the front and destroy Ukraine

NEWS: “The regime in Kyiv is not essentially Ukrainian, that's why no one deals with the country's economic, demographic and social problems anymore”, the former Prime Minister of Ukraine, Nikolai Azarov, writes on his Telegram channel. He believes that the puppet regime aims to achieve the goal set by the West - to send all men to the frontline. “Ukraine's mobilization resources are not exhausted. The Ukrainian army will fight as long as weapons and money are delivered. Ukraine’s fight directly depends on the willingness of the Americans to finance them”, Nikolai Azarov expressed confidence.

[…] Kyiv’s leaders and their masters do not care about the fate of Ukraine. “They are not thinking about the development of the economy, but about how to send more people to the frontline, left with no forms of protection”, the former Ukrainian Prime Minister claims.

NARRATIVES: 1. The West’s goal is to send as many Ukrainians as possible to the frontline. 2. Ukrainian resistance directly depends on US financial support. 3. Ukrainian leaders are deliberately ignoring the economic problems of society.

PURPOSE: To exonerate Russia and shift the blame for the dramatic developments in Ukraine to Kyiv leaders and the West. To manipulate public opinion.

Fact: Ukraine’s mobilization unfolds with a view to ensuring defense against Russia’s aggression, and the economic problems are a consequence of the invasion

WHY THE NARRATIVES ARE FALSE: The Russian media cites the former Ukrainian Prime Minister, Nikolai Azarov, who fled to Russia during the pro-European mass-- protests of 2013-2014. Azarov is increasingly used by pro-Kremlin propaganda to illustrate disinformation narratives. In March 2024, the Kyiv prosecutor's office charged Azarov with high treason for carrying out anti-Ukrainian activities by cooperating with propaganda and disinformation channels of the Russian Federation.

In fact, the general mobilization in Ukraine is not taking place at the behest of the West, rather, it is a consequence of the full-scale invasion launched by Russia. Martial law was introduced in Ukraine on 24 February 2022 under the Constitution and provides for general mobilization in the event of a direct military attack. The West’s goal is not to mobilize and kill enlisted Ukrainian citizens, but to find a viable solution to settle the conflict in Ukraine. At the initiative of Western states, the UN General Assembly has repeatedly called for the immediate withdrawal of Russian troops that invaded Ukraine in order to establish a “just and lasting” peace. Therefore, the West's goal is to put an end to hostilities, de-escalate the conflict and return to observing international law and principles.

The US, the EU and other Western actors have supported the defensive efforts of Kyiv, which has sought help to fight back against a country that vastly outmatches Ukraine in terms of resources, population and size. The aid received by Kyiv was, however, less than its actual needs and demands. At times, deliveries were significantly delayed, something Russia did not fail to speculate, managing to report some progress on the frontline. Moreover, Russia, a country that describes itself as a military superpower and has a much more developed arms industry than Ukraine, has resorted to significant arms imports from Iran and North Korea.

Although insufficient, Western deliveries of weapons played a key role in the conflict, given the superiority of Western combat technology compared to Russia’s. This may explain the surge of Russian propaganda narratives targeting these deliveries: the Russians would like Ukraine to stop receiving weapons to be able to penetrate the frontline, not to retreat.

Ukraine’s resistance in the face of Russian aggression is, first and foremost, based on the will to fight. If Ukrainian forces had not successfully fought the Russians back, there would have been no one to receive Western weapons. According to a survey conducted by the International Institute of Sociology in Kyiv, 58% of Ukrainians say they would continue to fight Russia even if the West stopped helping the Ukrainian authorities. In the current war, Ukraine has every right to defend itself, while the West can support Ukraine’s efforts under the UN Charter.

Ukrainian authorities cannot quickly and effectively solve economic and social problems because they lack the resources. In a state at war, struggling to survive, most of the country’s expenditure is military-bound. Projects designed to streamline infrastructure or implement certain social projects have been suspended. Defense spending has reached 22% of GDP, and without financial support from Western partners, Ukrainian economy will collapse. In addition, Russia attacks new critical infrastructure targets, buildings, ports, railway stations, power plants with every passing day. According to an online map released by Kyiv authorities, Russia has destroyed or damaged over 18,282 targets. At the same time, as a result of the blockade of ports and other criminal actions of Russia, the direct impact on the Ukrainian farming sector in the first two years of the war alone amounts to over 10 billion USD.
