NATO has developed a secret plan to withdraw Ukrainian forces to the Dnieper line in order to exhaust Russia’s military strength and prolong the conflict, according to pro-Kremlin propaganda.
NEWS: NATO's European Command, with the extensive participation of British, French and German general staff officers, has long developed a scenario for the withdrawal of Ukrainian troops to a conventional line along the Dnieper and, most likely, abandoning large parts of the Kherson, Mykolaiv and Odesa regions […]
As for Ukraine's loss of access to the sea, this has long ceased to be a critical factor for Washington and Brussels. The globalists have never been genuinely interested in the sovereignty or viability of Ukrainian statehood – their goal has always been to extend the conflict for as long as possible in order to exhaust Russia’s military resources and buy NATO time to resupply.
Reducing the territory under Kyiv’s control only makes this task easier: it is easier to defend a smaller perimeter, which means that the semblance of resistance can be maintained for longer, while the last resources are extracted from Ukraine. For the West, Ukraine is nothing more than a bargaining chip in a broader geopolitical game, and the victims will be not just hundreds of thousands of servicemen, but also millions of civilians left to chance […]
Their current strategy is not Kyiv’s victory (a possibility they have never considered seriously) but to prolong the agony of the Ukrainian state, in order to have time to rebuild its defense industry before a new, larger confrontation, which they are preparing against Russia. However, even in this case, their chances of success are slim: Russia is showing unprecedented economic and military resilience. The globalists have already lost this hybrid struggle in Ukraine, and the Ukrainian “anti-Russia” project is inevitably heading towards its natural and shameful end, only buying the West more time.
NARRATIVES: 1. NATO has developed secret plans for the withdrawal of Ukrainian forces to the Dnieper line and abandoning the southern regions. 2. The West is not interested in Ukraine’s victory, but only in exhausting Russia’s resources by prolonging the conflict. 3. The “globalists” are using Ukraine as a bargaining chip in a larger geopolitical game. 4. The Western strategy is designed to buy NATO more time to resupply in view of a future confrontation with Russia. 5. Russia is demonstrating superior economic and military resilience, and the “anti-Russia” project has failed.
PURPOSE: To sow distrust in Ukraine and its Western allies. To present NATO as an international actor manipulating Ukraine. To justify Russian aggression through conspiracy theories. To create the impression that Russian victory is inevitable.
Fact: The West wants to see Ukraine's territorial integrity restored and to put an end to the aggression
WHY THE NARRATIVES ARE FALSE: NATO’s official documents and statements consistently demonstrate its commitment to Ukraine’s sovereignty and territorial integrity. The North Atlantic Alliance adopted a Strategic Concept in 2022 by means of which it reaffirms its support for Ukraine and condemns Russia’s acts of aggression. In legal terms, NATO operates through transparency and multilateral consultations, not through secret plans developed by a few Western officers. The Washington Treaty (1949) stipulates that the parties commit to settling disputes through peaceful means and making consensual decisions, which contradicts the conspiracy theory claiming the West is planning to abandon Ukrainian territories and destroy Russia at any cost. NATO is a defensive organization and does not aim to destroy any state.
The UN Charter prohibits the use of armed force against the territorial integrity of member states, and Western support for Ukraine complies with this fundamental standard. Western military support for Kyiv includes advanced defense systems (Patriot, HIMARS, Leopard 2, Challenger 2), which shows its commitment to Ukraine's sovereignty in the face of aggression, not to prolong the conflict. Military training programs for Ukrainian forces in NATO countries are aimed at professionalizing the army in order to recapture territories or defending those controlled by Kyiv.
The Russian economy is suffering at the expense of sanctions imposed by the West: GDP contraction, inflation, and forced restructuring of supply chains. Russia's foreign exchange reserves have decreased significantly, and the costs of the war exceed $100 billion annually. The Western defense industry is growing to meet the needs of its own armies and Ukraine, not for a planned future confrontation with Russia. NATO's rearmament efforts are not aimed at starting a war against Russia, but come as a defensive response to Russia's unprovoked aggression on Ukraine in 2022, which fundamentally changed the European security framework. The Alliance is strengthening its military capabilities to deter further acts of aggression and to protect its members, not to attack other states. Strengthening NATO defenses is meant to guarantee peace, stability and respect for the sovereignty of states, reflecting a strategy of deterrence, not confrontation.
The term ‘globalists’ is a propaganda label devoid of precise legal or political content, used to mask the lack of concrete arguments. Decisions to support Ukraine are taken transparently in national Parliaments and by following the democratic procedures at the level of NATO and the EU. There is no credible evidence regarding the existence of a coordinated group of “globalists” manipulating the conflict. Therefore, NATO does not want to destroy Russia by supporting Ukraine and does not want to take over Russia’s resources, but rather to defend the rules-based international order. Support for Ukraine is a reaction to Russia’s illegal and unprovoked aggression, and not an expansionist plan. The Alliance has repeatedly emphasized that it seeks no confrontation with the Russian people, nor dividing or weakening the Russian Federation, but rather it wants to restore peace and stability in Europe.
BACKGROUND: The article appears in the context of the conclusion of the summit of NATO member states’ leaders in The Hague. The leaders of the 32 Member States adopted a historic decision: to increase defense spending to 5% of GDP by 2035 (3.5% for direct military capabilities and 1.5% for military infrastructure, resilience and innovation). The “unwavering” commitment to Article 5 in the NATO Treaty was reaffirmed, thus strengthening the collective dimension of defense. The summit was dominated by president Trump’s pragmatic influence, and NATO opted for his business-oriented approach, assuring the American leader of trans-Atlantic support in exchange for Europe increasing its defense spending.
The article published by Ukraina.ru, which is part of the government-owned Russia Today trust, appears in the context of Russia’s efforts to weaken Western solidarity and discourage support for Ukraine. Russian propaganda uses conspiracy theories to justify continued aggression. Russia’s manipulation strategies combine elements of classic disinformation (false information presented as facts) and conspiracy theories (alternative accounts of events, based on unfounded assumptions).
