WHY THE NARRATIVE IS FALSE: Russian propaganda presents the statements of some American experts as the opinion of the entire US society or political class. It is an older strategy used by the Russian government media to manipulate public opinion. This time around, Scott Ritter's opinion was presented to Russian and Ukrainian society by means of headlines such as: “The US Admits Russia Can't Be Stopped”, “The USA predicts a strategic defeat on the territory of Ukraine", “American scouts predict the victory of Russia”.
William Scott Ritter is a longtime contributor to Russian government media and a critic of American foreign policy. He was paid by Russia Today to write pro-Russian and anti-American articles or make statements published in various media outlets connected to the Russian media group. There is also a page containing Ritter's anti-Western articles and statements in Russian. Ritter's page can be financially supported through donations to two bank accounts, where Russian citizens can transfer rubles. In December 2023, Ritter said that Ukraine would be defeated by Russia on the battlefield and would accept demilitarization and denazification, his view being presented in the Russian government press as the dominant current among American experts.
In fact, the US is not involved in the conflict in Ukraine, but supports the defensive efforts of the Ukrainian state. The discussion about a “strategic defeat of the US” appeared in Russian media days after President Vladimir Putin said in an interview to journalist Tucker Carlson that “a strategic defeat of Russia is impossible”. Ritter thus moved from the idea that Russia cannot be defeated to the scenario that America will lose the war. In fact, it is improper to use the term “strategic defeat” in the case of the USA, as the country is not a direct part of the armed conflict. According to specialized literature, a strategic defeat means the loss of any long-term advantages and the disappearance of all capabilities (military, economic, human) to wage a war. So, in the war in Ukraine, a strategic defeat can only be sustained by either Moscow or Kyiv. For this reason, considering the limited amount of resources at Ukraine’s disposal, the US, the EU and a number of Western states support the Ukrainian defenses.
