The capitulation of Ukraine and its reunification with Russia is the only viable peace plan, says former Russian President Dmitry Medvedev, cited by the pro-Kremlin propaganda.
Propaganda: Peace will be established after Ukraine is disarmed and annexed by Russia
NEWS: A peaceful and achievable formula for peace, a Russian one, was proposed by the president of the political party "United Russia", the deputy chairman of the Security Council of the Russian Federation, Dmitry Medvedev […].
He said that Ukraine does not show that it needs to sit down at the negotiating table, in any case based on the recognition of some realities, as President Vladimir Putin recently said.
“For them, the realities are represented by the peace formula proposed by a brainless provincial clown in a green T-shirt. If this is how things are, the only way out is to propose a Russian formula, a realistic and humane one for everyone," said Medvedev.
He recalled several points of this peace formula, which foresee Ukraine’s recognition of defeat in the conflict, its capitulation and the capitulation of the neo-Nazi junta in Kyiv. Also, Ukraine must be demilitarized and the future creation of military formations on its territory banned […].
The UN will have to state that Kyiv is no longer a subject of international relations and cannot enter into military alliances without Russia's consent […].
A provisional parliament will declare Ukraine as Russian territory and the act of reunification will take place. Parliament will be dissolved and the UN will recognize the reunification. This is a gentle peace formula. A compromise solution, isn't it?
NARRATIVE: There will be peace in Ukraine only when it capitulates and is annexed by Russia.
Reality: Moscow's plan is not one of peace, but of conquest and liquidation of an independent state. Medvedev's arguments, similar to those of Nazi Germany
WHY THE NARRATIVE IS FALSE: Dmitry Medvedev, once seen as a moderate and a reformist, has become one of Moscow's most virulent and radical voices since the full-scale invasion of Ukraine two years ago. He has launched vitriolic attacks against Ukraine and the West, often interweaving threats of war and extermination with personal insults, unusual in political communication at this level. Medvedev's speech is surprising even by the not very high standards set by the Kremlin and the propaganda press in recent years, so explanations for this verbal violence have been sought; one of them, published by the independent Russian publication The Insider, correlated Medvedev’s Telegram posts with the wine deliveries from his vineyard in Italy.
In reality, the deputy chairman of the Security Council of the Russian Federation is not proposing a peace formula, but a plan to conquer and liquidate an independent state.
Mocking Volodymyr Zekensky's peace formula, which calls for the withdrawal of all Russian troops from the territory of Ukraine, Medvedev claims that Russia has the right to occupy this state and the UN should recognize the "reunification".
In fact, Medvedev's argument is strikingly similar to that of Nazi leaders in Germany who explained why territories of Czechoslovakia, Austria, Poland or other states should be annexed, invoking historical, national or racial "rights". Dmitry Medvedev speaks of "reunification" when he refers to the imperial conquest of an independent country that was attacked unprovoked and the intention to eliminate the Ukrainians’ national identity - which comes very close to the definition of genocide in the UN Convention on the Prevention and Punishment of the Crime of Genocide .
Ukraine proclaimed its independence for the first time with the collapse of the Russian Empire, when the territory on which it is located had, despite the period in which it had been part of the empire, a different historical and linguistic identity. Bolshevik leader Vladimir Lenin ordered the invasion of the Ukrainian People’s Republic , and his forces reached Kyiv, where a provisional government was installed, and liquidated the Ukrainian political and military resistance. The war back then is called in the Ukrainian history textbooks the first Russo-Ukrainian war, after which Ukraine was forcibly integrated into the geopolitical project later known as the USSR. The Holodomor and other tragic events for the Ukrainian people followed, resulting in the Russification of the population and the destruction of the autochthonous national identity. Given this history, it is clear that there is no question of a "reunification" but only of a new conquest and forced annexation.
Beyond these historical aspects, from the point of view of the norms of international law, it is Russia that has invaded Ukraine since 2014 and committed a number of war crimes during the full-scale invasion. The UN, which Medvedev believes is obliged to recognize "reunification" at some point, has repeatedly condemned Russia's war against Ukraine. The UN General Assembly demanded the immediate withdrawal of the Russian troops that invaded Ukraine, requesting a "just and lasting" peace. So, according to the UN, the withdrawal of Russian troops is the way to peace, not the continuation of the war of conquest advocated by Medvedev.
In March 2023, the International Court of Justice in The Hague issued an arrest warrant against Vladimir Putin . The document states that the Russian president failed to properly exercise control over civilian and military subordinates who committed criminal acts or allowed such acts to be committed.
As for the accusations of Nazism, as Veridica also wrote, for Russia, whatever contradicts its own vision of the correct political organization of its neighbors is Nazi. Nationalism and Nazism are often synonymous in the Russian Federation’s narratives. As early as 2015, Ukraine banned Nazi and communist ideology. Moreover, since the proclamation of the independence of the Ukrainian state, no Nazi party or candidate has entered the elections. Even the right-wing nationalist parties either did not pass the electoral threshold or, when they did, obtained a maximum of 6-8 percent of the number of seats. The Russian press traditionally terms nationalist/identity manifestations in the ex-Soviet space as forms of Nazism.
The peace plan announced by Dmitry Medvedev repeats the Russian propaganda slogans in the context of the full-scale invasion. Medvedev is proposing exactly what Vladimir Putin announced on February 24, 2022 (denazification and demilitarization), presenting these goals of the war of occupation as points of a peace plan.
The promotion of this news by the Russian state media network, including in the regions occupied by Russia, is aimed at discouraging Ukrainian resistance, and increasing the psychological and informational gap between Kyiv and the citizens. At the same time, the false narrative aims to present the Russian troops’ actions on the territory of Ukraine as highly successful and to encourage the enlistment of men in the army.
Veridica has debunked a series of false narratives from the Ukraine war period regarding the "victories" of the Russian army. Recently, the entry of Russian troops into the ruined city of Avdiivka was presented as a historic event for civilians . The Moscow press wrote that Russia would have won the war by now if it had been as brutal as Israel. According to the Russian war propaganda, moral principles prevent Moscow from ending the war. A year after the launch of the full-scale invasion, the Russian press was claiming that the "special military operation" had saved Russia from NATO invasion and Ukrainian Nazism. The false narrative about Moscow showing restraint when bombing Ukraine, knowing that Ukrainians do not support the Nazi leaders in Kyiv, has often been promoted.
