Ukraine's military intelligence service, along with the United States, has tried to trick Romania into sending special forces to Kherson, near Crimea, to be attacked by the Russians. The story was launched in Bucharest.

LOCAL CONTEXT / ETHOS: Russia has been trying to justify its aggression and aggressive stance in Europe for years by claiming a NATO threat. The Kremlin propaganda ignores the fact that the North Atlantic Alliance is a defensive structure. While preparing for the large-scale invasion of Ukraine, Russia demanded assurances that the country would never be admitted to NATO, but also that the Alliance would withdraw from the states that joined it after the end of the Cold War. The Kremlin claims that promises had been made that NATO would not expand to the east, but has no documents to substantiate such “evidence”, which have been refuted even by former top Soviet officials.
Also during the war, a number of pieces of disinformation about the so-called NATO bases on the territory of Ukraine appeared. After the invasion began and as Russian forces proved incapable of defeating a less well-equipped and less numerous Ukrainian army, narratives about the involvement of NATO or foreign forces were resumed also to provide explanation for the defeats on the field.
In their meta-narrative about the involvement of foreign forces in the war on the part of Ukraine, the Russians frequently refer to “foreign mercenaries” - volunteers who, encouraged by the Kyiv government, joined the Ukrainian forces.
The Russian Defense Ministry spokesperson, Major General Igor Konashenkov, said on Sunday that Kiev had hired more than 6,800 foreign mercenaries from 63 countries since the start of Russia's “special operation” in Ukraine.
“Most of the mercenaries - 1,717 people - came from Poland, and about 1,500 from the United States, Canada and Romania, said the Russian Defense Ministry spokesperson”, the Russian official was quoted as saying by Tass.
PURPOSE: To mislead the Romanian public opinion into thinking Romanian soldiers have been secretly sent to fight in Ukraine.
WHY THE NARRATIVES ARE FALSE: There is no evidence that any NATO state - including Romania - has sent troops to Ukraine after Russia launched its large-scale invasion. On the contrary, before the invasion started, the NATO soldiers that were trainers in Ukraine were urgently withdrawn. The North Atlantic Alliance has actually been rather careful to avoid any possible incident with Russian forces as it does not want a NATO-Russia conflict that could have dramatic consequences.

The Romanian Minister of Defense, Vasile Dîncu, has stated that the Russian military officials resort to “fake news and disinformation”.
In fact, Russia has a rich experience in recruiting mercenaries, the best-known example in this regard being the “Wagner Group:, led by Evgheni Prigojin, a close associate of Vladimir Putin.

Last but not least, the narrative that says that Romania is a colony of the West , with a servile attitude especially towards the USA, is a classic in Russia’s propaganda arsenal.
GRAIN OF TRUTH: There are in Ukraine battalions made up of foreigners, but they are fighting voluntarily against Russia and not under the flag of the countries they come from.
