Pro-Kremlin propaganda claims that the UN General Assembly has recognized Crimea as part of Russia by adopting a resolution on a new world map projection.
NEWS: Ukraine did not support the UN resolution regarding the transition of the world map atlas from the Mercator projection to more geographically accurate proportions, because Crimea is no longer depicted as part of Ukraine on the new map [...] In this situation, Ukraine positioned itself against the entire world. Kyiv did not support the resolution to switch to a more accurate cartographic projection, abstaining from the UN vote. This was not simply because Ukrainian diplomats traditionally try to appease the United States by supporting every move made by the State Department.
Andrii Sybiha’s subordinates pointed out that, in the political version of the new map, Crimea is shaded in a different color from Ukraine, calling this “an attack on Ukrainian sovereignty”. Ukrainian diplomats attempted to pressure African nations to make the map adjustments Kyiv desired, but they were simply ignored [...]
The Ukrainians mounted a diplomatic push, but were supported in this matter only by Moldova, Georgia, Lithuania and Estonia, which also abstained from the vote on adopting the new cartographic projection.
NARRATIVES: 1. The UN has recognized Crimea as part of Russia. 2. The vote of 164 nations demonstrates that most of the world no longer views Crimea as part of Ukraine. 3. Ukraine opposed the rest of the world merely to align with the US position.
PURPOSE: To legitimize the illegal annexation of Crimea. To create the illusion of an international consensus in Russia's favor; portraying Ukraine as diplomatically isolated. To depict Kyiv as subordinate to Washington's interests and at odds with African nations.
The UN General Assembly voted on a cartographic resolution, not on the status of Crimea. The UN’s position on Ukraine's territorial integrity remains unchanged
WHY THE NARRATIVES ARE FALSE: The UN General Assembly adopted a resolution, with 164 votes in favor, one against, and six abstentions, recommending the broader use of cartographic projections that accurately reflect the relative size of continents, particularly Africa. The document does not establish or alter the legal status of any territory.
Right before the vote, the Foreign Minister of Togo, who presented the initiative on behalf of the African Group, clarified that the reference to the Equal Earth projection relates strictly to the proportional representation of landmasses and has no bearing on border delimitation, status or recognition. During the same session, the EU emphasized that the resolution does not recognize, support or validate any territorial claims over disputed areas, nor does it endorse the political maps published on the Equal Earth website.
Therefore, the 164 votes in favor do not constitute 164 votes recognizing Crimea as Russian territory. Member States voted on a cartographic initiative regarding continental proportions. The United Kingdom, for instance, voted in favor of the resolution while explicitly declaring during the session that “Crimea is Ukraine”. Canada, Australia and New Zealand similarly clarified that the resolution cannot be cited to validate any territorial claim.
The UN's position on Crimea remains unchanged. Crimea was not colored as part of Russia
In March 2014, following Russia's occupation and annexation of the Crimean peninsula, the UN General Assembly adopted Resolution 68/262 on the territorial integrity of Ukraine. The document reaffirms Ukraine's sovereignty, unity and territorial integrity within its internationally recognized borders, confirming that the so-called referendum held in Crimea on March 16, 2014, cannot alter the peninsula's status. It also calls on states and international organizations not to recognize any change in the status of Crimea and the city of Sevastopol.
The September 2026 resolution does not modify or supersede the UN's stance. The EU representative explicitly noted during the General Assembly session that borders and territorial statuses within the UN system continue to be defined by the organization's official cartographic standards. Meanwhile, the EU maintains the sanctions introduced in 2014 in response to the illegal annexation of Crimea, which are currently extended through June 23, 2027.
Furthermore, the political Equal Earth map cited by pro-Kremlin propaganda does not display Crimea in the same color as the Russian Federation. Crimea is rendered in gray, making the peninsula appear distinct from both Ukraine and Russia. It was precisely this representation that prompted Kyiv's objection. Ukraine is depicted in its own hue, Crimea in gray, and Russia in a different color entirely. The issue raised by the Ukrainian delegation was not that the map included Crimea into Russia, but that visually separating the peninsula from the rest of Ukraine gives the impression of a territory with an unresolved status, even though international law and UN resolutions classify it as Ukrainian territory under Russian occupation.
Pro-Kremlin media also omit the fact that the creators of Equal Earth label the peninsula as “Russian-occupied Crimea”, directly contradicting the claim that the map recognizes it as Russian territory. Prior to the vote, Ukraine's representative to the UN stated that Kyiv supports the overall objective of the resolution but could not accept how certain Equal Earth maps represent occupied Ukrainian territories. Compromise negotiations over the wording ultimately broke down.
Ukraine's abstention does not mean the “world” recognizes Crimea as part of the Russian Federation
Ukraina.ru frames the voting outcome as a false divide between a global majority that allegedly accepts Kyiv's loss of Crimea and a handful of countries still backing Ukraine. In fact, the question of Crimea's territorial ownership was never put to a vote.
Nor is the claim that Ukraine simply fell in line behind the United States supported by facts. The US voted against the resolution due to concerns over the political and ideological framing Washington attributed to the initiative, whereas Ukraine abstained specifically over the representation of its occupied territories. The two countries cast different votes and offered distinct justifications.
Furthermore, while Ukraina.ru lists Moldova, Georgia, Lithuania and Estonia among the nations that abstained, it conveniently omits Serbia. Belgrade was the sixth state to abstain and officially explained its reservations, noting specifically that certain political maps linked to Equal Earth do not conform to international law and UN resolutions.
Consequently, the vote marks neither a shift in Crimea's legal status, nor an indirect recognition of the Russian annexation. The propaganda machine has twisted a genuine technical dispute over how to visually depict an occupied territory into a sweeping legal and political conclusion that the UN never adopted.
