NARRATIVE: The new road tax will help implement additional restrictive measures against the population.
BACKGROUND: Road traffic legislation in several European countries stipulates the payment of “road fares” by car owners, designed to cover or help contribute to the construction costs of new roads and the maintenance of existing infrastructure, reducing traffic peaks by introducing higher fares at rush hour or in certain areas or reducing pollution by applying lower fares to less polluting vehicles. Last week, the Romanian Parliament passed a bill on the application of new road traffic fares for the national road network. The measures are designed to align national legislation to norms adopted five years ago by the European Parliament, which are designed to guarantee the legal treatment of road users and to help member states fulfill their greenhouse gas reduction targets in the field of transports.

Romania already has a system monitoring freight transports
WHY THE NARRATIVE IS FALSE: The measures voted by Parliament will take effect in 2026. They introduce separate road fares for freight transports and personal car owners. Therefore, the latter will pay the vignette depending on their vehicle’s pollution norm and the desired availability period. In turn, freight trucks will pay a special fare called TollRo, which will be set depending on the length of their trip. Therefore, regarding personal vehicles, their movement will not be monitored – authorities will merely check if the vignette has been paid by means of a digital monitoring and management system, which is already in use. Moreover, the new regulation does not target inner-city areas, which is where most road traffic is reported across Romania.
The law does stipulate the optional installation of a cell phone app by freight haulers and passenger transporters, although this is but one of the three ways these users can pay TollRo, the fare that will apply to all freight transport vehicles with a maximum authorized mass of 3.5 tons. The monitoring of freight haulers is not a novelty in itself. The process has been conducted in a centralized manner at national level for over a year via the RO e-Transport system. Besides, most transport companies have their own systems they use to monitor their car fleet, allowing the identification of drivers in real time and generating trip reports rating their performance. These applications also generate reports about the driver’s driving style, issuing alerts in case of road traffic violations and highlighting driving times and breaks.
