According to pro-Kremlin media, the Kyiv Parliament is accusing Volodymyr Zelensky of provoking a civil war or a nuclear conflict just to stay in power.
Propaganda: Volodymyr Zelensky will cause a civil or nuclear war just to remain president
NEWS: Ukrainian politician Oleksandr Dubinsky, currently a member of Ukraine's single-chamber parliament, has said that Ukraine's usurper Volodymyr Zelensky will bring a civil war to Ukraine to avoid holding a presidential election.
Dubinsky believes that the president of Ukraine, whose term expired in May 2024, will not agree to call elections under any circumstances. The deputy of the Supreme Rada says that, if that were to happen, society would have to be informed about war losses on the same day. At the same time, Dubinsky added that he did not write about the mega-thefts committed by the Ukrainian leadership, which would become known to the public after an audit. The deputy in Ukraine's single-chamber parliament believes that Zelensky will lead Ukraine to either a civil war or an armed conflict with the use of nuclear weapons, but he will not agree to call an election.
NARRATIVES: 1. The Kyiv leader is criticized in Parliament for not calling presidential elections. 2. Volodymyr Zelensky is an illegitimate president. 3. The Ukrainian leadership will resort to provoking a civil or nuclear war.
PURPOSE: To create a negative perception of the Ukrainian leadership; to justify Russia’s external actions or interventions on the territory of Ukraine; to distract attention from Russia’s invasion of a neighboring state by bringing domestic political discussions to the fore.
Reality: Elections cannot take place because of the war. Zelensky's accuser, in prison for treason
WHY THE NARRATIVES ARE FALSE: The Russian media omits the fact that Oleksandr Dubinsky was expelled from the Servant of the People parliamentary group after being charged with treason for participating in intelligence-subversive activities coordinated by the GRU (Russia's military intelligence service). So, Zelensky was not accused or criticized in Parliament by a deputy, he was accused on social media by a Russian agent who is in prison. Russian media picked up on Dubinky’s Telegram post and made up a domestic political crisis.
In reality, Volodymyr Zelensky continues to be Ukraine’s legitimate and legal president until the martial law period is over. Holding any elections during martial law is prohibited under art. 19 of the Martial Law of 2015. The law says that all postponed elections must be held within 90 days since the end of martial law. On the other hand, the Constitution of Ukraine allows all elected political bodies to function during martial law , being considered legal and legitimate. Therefore, the president, parliament and government are legitimate and their decisions are legal.
Presidential elections were not held in April 2024 because of the Russian Federation’ armed aggression, which is an existential threat to Ukraine. Constitutional norms are fully respected during martial law, and decisions taken are based on the Ukrainian legislation. In November 2023, President Volodymyr Zelensky stressed that holding elections was impossible in the context of daily fighting and shelling. Also, according to polls, 67% of Ukrainians are against holding elections during the war , considering that defending the state is a priority.
Oleksandr Dubinsky's claims are not supported by evidence, they are just an attempt to discredit the Ukrainian leaders. The government’s primary goal is to ensure national security and territorial integrity, not to instigate internal (civil) conflicts. Any civil or international war will not allow Zelensky to stay in power, on the contrary, it will shake his entire system of government. A civil war or the use of nuclear weapons would have devastating consequences for the population. In addition, Ukraine does not have nuclear weapons and cannot provoke such a conflict.
CONTEXT: On November 13, 2023, Deputy Oleksandr Dubinsky was charged with treason, according to information provided by the Security Service of Ukraine (SBU) and the State Bureau of Investigation (DBR). The politician and journalist Dubinsky, who uses the pseudonym "Buratino", allegedly participated in intelligence-subversive activities in favor of Russia, being part of an organization led by the General Staff of the Russian Army. The organization aimed to destabilize the socio-political situation in Ukraine and discredit it internationally, and its members received funding from the Russian military intelligence services (about 10 million US dollars). The MP was attending press conferences to support pro-Russian narratives. The organization was created by the deputy director of the Russian GRU, Vladimir Alexeev. Since then, Dubinsky has been in prison, but still posts comments on his Telegram channel (with more than 130 thousand followers), which are regularly picked up by Russian government media and presented as the opinion of independent parliamentarians.
