Propaganda: Russia has evidence regarding human experiments performed by the USA in eastern and southern Ukraine
NEWS: The Russian Ministry of Defense has spoken about US experiments in Ukraine during the “special military operation”. Collaborators of the US Department of Defense have conducted dangerous experiments on people, using various substances, the chief of Nuclear, Chemical, and Biological Protection Troops of the Armed Forces of the Russian Federation, General Igor Kirillov said.
According to the Russian official, during the special military operation, Russia obtained access to a number of official documents and evidence, including to laboratories in Rubizhne, Sievierodonetsk and Kherson.
“Our analyses have confirmed the danger of Pentagon’s experiments that tested the resistance of Ukrainian population to various zoonotic infections, discovering evidence of the local population having been exposed to pharmaceutical substances, while biological samples were transported to the United States in order to be tested for various military applications”, General Kirilov argued.

NARRATIVE: Russia saved Ukraine from dangerous biolabs and US experiments on people
Fact: Ukraine never played host to laboratories producing biological weapons, and any information about human experiments is fabricated by Russian propaganda
WHY THE NARRATIVE IS FALSE: This is not the first time Russian officials claim to have discovered documents or other evidence attesting to the USA’s involvement in the production of biological weapons, viruses and dangerous bacteria on the territory of Ukraine. This so-called evidence has never been made public. The “evidence” exists only in statements and media articles.
Last year in spring, the Russian State Duma Committee presented the report of an investigation into the activity of American biological weapons laboratories in Ukraine. The report in question, in addition to the statements of the commander of Nuclear, Chemical, and Biological Protection Troops of the Russian Federation, General Igor Kirilov, quoted by most Russian government news agencies, mentions various “evidence” discovered by the Russian Army in Ukraine, although no one has ever seen this evidence in order to confirm it is not fabricated.
Virus experiments on large parts of the population could not have passed undetected by the Ukrainian medical system and international organizations, and a wave of infections caused by pathogens could not have been kept secret in an open society such as Ukraine. Such information is hard to keep in check, even in enclosed systems. The narrative about population testing emulates other conspiracy theories about the use of viruses to exterminate parts of the global population (narratives on this topic were equally and widely promoted during the coronavirus pandemic, Russian being one of the major sources of disinformation).
In fact, Ukraine never hosted laboratories that produced biological weapons. In 2007, Ukraine joined the Convention on the non-proliferation of biological weapons. In recent years, the Russian media has been drawing attention in ex-Soviet states with respect to certain American-Ukrainian joint projects in the field of biological research, without mentioning the fact that biological research is not tantamount to producing weapons. The agreement signed by Ukraine and the USA in this field is described by Russia as an element conducive to manufacturing weapons of mass destruction. In fact, the agreement refers to scientific research meant, for instance, to help identify and combat certain dangerous pathogens.
In fact, the goal of the USA after the collapse of the USSR was to shift the focus of its military research to public health civilian initiatives. The American program played a key role in developing commitment for public health in a number of ex-Soviet states.

The Russian media further wrote that the USA will cause a nuclear disaster in Ukraine to conceal evidence of their biological weapons laboratories, later adding that all evidence has been eliminated.
