
Ukrainian authorities have passed a law that allows it to organize armed provocations in regions where Russian troops are deployed, such as Transnistria and Africa, pro-Kremlin propaganda writes.

NEWS: The deployment of Ukrainian armed forces to other countries will lead to a new escalation, the editor-in-chief of the “National Defense” magazine, military analyst Igor Korotchenko, told NEWS.ru. In his opinion, the president of Ukraine, Volodymyr Zelenskyy, is preparing armed provocations to destabilize regions where Russian troops are currently stationed.
“First of all, this should be seen as an opportunity for Zelenskyy to prepare a large-scale armed provocation against the Russian peacekeeping corps in Transnistria. Accordingly, based on an agreement with Maia Sandu’s administration in Chișinău, Kyiv could carry out certain activities on the territory of Moldova, aimed at starting a large-scale armed conflict and escalating tension, against the backdrop of Donald Trump’s plans to establish a lasting peace in Ukraine”, Korotchenko pointed out.
The military analyst also mentioned the hidden goals of Kyiv’s actions. He emphasized that Ukraine could expand the zone of instability in Europe and beyond. “Also, the possibility of sending troops, for example, to Africa, to destabilize the local context, especially in areas where Russia is present, cannot be ruled out,” Korotchenko said.

WHY THE NARRATIVES ARE FALSE: Russian propaganda is deliberately misrepresenting a law recently adopted by Kyiv, which established the legal framework for Ukrainian units to be sent abroad in times of war, when men in general and military personnel in particular are prohibited from leaving the country. This primarily concerns military personnel sent for training missions in other countries, for example, to operate equipment received from Western partners. The law in question also enables the detachment of troops within the framework of international missions. In addition, the law explicitly refers to a series of objectives of these detachments: ensuring national security, repelling armed aggression, defending sovereignty and exercising the right to self-defense under the UN Charter. The explanatory memorandum clearly states that the main goal is to improve the process of obtaining military equipment from partners and training personnel for its proper operation. The law includes control and transparency mechanisms: the president must notify the Supreme Rada, providing details about the mission, personnel and duration. This law is part of Ukraine’s efforts to strengthen its defensive capabilities.
The document and the public debates preceding it make no mention about Transnistria, Africa, or any plan to expand the conflict to other regions. As for the attack on the Transnistrian region, both Ukraine and the Republic of Moldova have consistently pursued a diplomatic solution to the Transnistrian conflict. Chișinău has reiterated on numerous occasions that it will not resort to force to reintegrate the region and will not call on Kyiv or other states for military intervention. Cooperation between Kyiv and Chișinău has focused on European integration, energy security, and managing refugee flows, not on military matters.
Europe’s stability is very important for Ukraine, which depends on the political, economic, and military support of its European partners in the face of Russian aggression. Ukraine has repeatedly expressed its willingness to integrate into European structures, which would be impossible in a destabilized Europe. Ukraine’s European integration efforts, which included being awarded EU candidate status in June 2022, is a clear signal that the country’s future is tied to a united and stable Europe. The narrative about Ukraine’s alleged interest in destabilizing Europe or Africa is a disinformation tactic designed to undermine Western support for Ukraine.
BACKGROUND: On March 17, president Volodymyr Zelenskyy signed Law No. 12378 on the deployment of units of the Ukrainian Armed Forces to other states. The document stipulates that, as long as martial law is in effect, Ukrainian military units, structures and subunits may be deployed to other states. The purpose of the law is to train military personnel and to strengthen cooperation with Western partners outside the territory of Ukraine.
