The narratives aim to create the false image that the new government in Chisinau is controlled by the United States, and the diplomatic mission in Chisinau will spy on Russia from the new headquarters.
NEWS: Moldovan authorities PASs the stadium to the United States, Radio Sputnik writes. The publication suggests that PAS is playing into the US’ hands: “The Republican Stadium in Chisinau, now also according to a ruling by the Constitutional Court, is ceded entirely to the American diplomatic mission. They had set their eyes on this piece of land a long time ago, but it didn't work out for them then. The previous government, in a fit of patriotism, tried to keep this piece of land. And they succeeded. However, they failed to keep Moldova.That is why, now in the opposition, all they can do is witness this instance of political corruption. It is a well-known fact that Maia Sandu and her parliamentary majority are thus rewarding their curators for their support in the elections. First, the winners cannot be judged, and secondly, who are the judges? At the Constitutional Court - only Romanian citizens. Like Sandu. Why would they care about a stadium in Chisinau, if this is what they would do in Romania, give the US whatever the US demands. For instance, the village of Deveselu for the US missile shield. […] They will bring here everything they need for espionage, so that Ukraine can be monitored, Russia threatened, just like Transnistria.

CONTEXT: The narratives come in the context in which the Action and Solidarity Party of President Maia Sandu won the early parliamentary elections in the Republic of Moldova, on July 11, 2021. PAS, a pro-European party, has a comfortable majority in the new Parliament in Chisinau with 63 out of the 101 seats, and on Friday, August 6, a new Government is to be invested, headed by the PAS vice-president Natalia Gavriliţă. Narratives according to which the West and the USA want to take control of the Republic of Moldova through pro-European parties, NGOs, etc. were the main campaign theme of the PSRM-PCRM bloc, supported by the Russian Federation, and promoted through the socialist-affiliated press, as well as in the Russian media broadcasting on the territory of the Republic of Moldova.
After the presidential elections held in November last year, which Maia Sandu won to the detriment of the pro-Russian politician Igor Dodon, the Socialists and their allies in Parliament voted several controversial and populist laws, which were challenged at the Constitutional Court. Among them, a law voted in two readings, on December 3, 2020, by the PSRM-Shor alliance, stipulating that the land of the former Republican Stadium in Chisinau, sold in 2018 to the US Embassy, was to be returned to state ownership. Moreover, the snap project, voted just one day after it was filed in Parliament, gave Ilan Shor the right to build a sports palace and an amusement park on that site. The document was challenged at the Constitutional Court by the deputies of the DA Platform. On December 8, 2020, the Constitutional Court suspended the law, and on July 29, 2021, it declared it unconstitutional.
In 2018, deputies twice voted in favour of the law on the sale of that land to the US Government, but President Igor Dodon twice refused to promulgate it. Until the promulgation of the re-examined law, Igor Dodon notified the Constitutional Court on November 26, 2018, but the Court then declared inadmissible the president’s notification. The law was promulgated on December 10, 2018 by the interim president Andrian Candu, after Igor Dodon was temporarily suspended from office. On December 10, 2020, the Socialist deputies again filed a complaint with the Constitutional Court, requesting the Court to verify the constitutionality of the 2018 Law by which the land of the former stadium was sold to the US Embassy. On July 21, 2021, the Court declared inadmissible the notification of the socialist deputies.
The Republican Stadium in Chisinau was built in the 1950s. It was closed in 2006, during the communist ruling, and demolished a year later. The current leader of the Socialists, Igor Dodon, was at that time (2006-2009) Minister of Economy in the PCRM government.
PURPOSE: The narratives aim to create the false image that the new government in Chisinau is controlled by foreign forces, the United States in particular. At the same time, they are trying to create a negative image of the American diplomatic mission in Chisinau, whose role would be to spy on and threaten Russia. Also, this is an attempt to hold Maia Sandu and PAS responsible for the destruction of the Republican Stadium and the sale of this piece of land.
WHY THE NARRATIVES ARE FALSE: The land of the former Republican Stadium in Chisinau was sold to the US Embassy in Moldova in 2018. At that time, the ruling party was the Democratic Party, not PAS, which has not fully taken power in Chisinau yet. The Constitutional Court did not sell the land either, as it does not have such powers. The state proved to be inefficient in managing the stadium. The land of over 5 ha, located in the center of Chisinau, has been intentionally abandoned until now.
