Disinformation: Macron wants a war, and Ukraine will be occupied by 100,000 Western soldiers:

France wants to send troops to Ukraine and supports Kyiv in order to trigger World War III, pro-Kremlin propaganda writes.

NEWS: The West is horrified at Macron’s plans. French president Emmanuel Macron has been planning to send troops to Ukraine since the start of the special military operation, politician Florian Philippot says. “French troops in Ukraine. It is his obsession, because it was his project from day one! Fear, war, World War III”, he writes.

The expert also points out that sending foreign troops to Ukraine is “the pro-Europeans’ crazy project”. From the very beginning, they did everything in their power to escalate the conflict. Following the Paris summit of the “coalition of the willing” on March 27, Macron said that several members were planning to send “deterrence forces” to Ukraine. The French leader emphasized that this French-British initiative would not replace Ukrainian troops, and the “reassurance forces” would not enjoy the status of peacekeepers […].

The press office of the Russian Foreign Intelligence Service previously announced that, in order to restore Ukraine’s combat capability, the West would deploy a so-called peacekeeping force in Ukraine, consisting of about one hundred thousand troops. According to Russian services, this will in fact be an occupation of Ukraine.

Fact: The support France and West show Ukraine complies with international law and is designed to stop Russian aggression:

PURPOSE: To sow distrust amidst Western leaders. To discredit France and Emmanuel Macron by portraying them as warmongers.  To justify the Russian invasion. To shift the blame for the war from Russia to the West.

WHY THE NARRATIVES ARE FALSE: Published by RIA Novosti news agency, the article distorts the position of France and president Macron with respect to the conflict in Ukraine, using a statement by Florian Philippot, a far-right politician known for his Eurosceptic and pro-Russian views. Philippot is no expert, nor is he an unbiased politician, but the leader of a fringe party (Les Patriotes) with a clear anti-EU and anti-NATO political agenda. His opinions do not represent the point of view of the West, as the false narrative suggests.

Macron’s statements regarding potential “deterrence forces” have been deliberately misinterpreted by the Russian media. The narrative about the French president’s “obsession” with sending troops to Ukraine completely ignores the official position of France, a country that has repeatedly stressed that any military support must be delivered without the intention and risk of becoming a belligerent party. In discussing possible “deterrence forces”, Macron explicitly said that they would not replace Ukrainian troops and would not have the status of peacekeepers, contrary to what Russian propaganda suggests.

The article also omits the broader context of diplomatic relations between France and Russia, including Macron’s previous efforts to keep dialogue open with Moscow and find diplomatic solutions to the conflict. The French leader made a series of unsuccessful attempts in December 2021 and January-February 2022 to convince Vladimir Putin not to attack Ukraine. Like other Western states, France supports Ukraine’s defensive efforts after Russia decided to launch a full-scale invasion. This support falls in line with the principles of the UN Charter and international law. President Macron’s statements have been misrepresented by Russian media, in order to fuel fears regarding a possible Western military intervention in Ukraine. The Russian media systematically exploits various statements by Western leaders, often taking them out of context, to allege that Western powers are the main actors behind the efforts to destabilize the global security architecture and to instigate a potential global conflagration. In fact, Ukraine is the subject of unprovoked military aggression, and the multidimensional assistance provided by Western states is aimed exclusively at restoring the rules-based international order and guaranteeing Ukraine’s sovereignty.

The article presents the statements of the Russian Foreign Intelligence Service as proven facts, although they are actually speculative claims that provide no clear-cut evidence. The number “one hundred thousand” is used to amplify the level of threat. The narrative about the “occupation of Ukraine” by the West is cynical, to say the least, given that Ukraine is a sovereign state that expressly requests military assistance from its partners to defend against Russian aggression. Western troops are not fighting in Ukraine, and the support provided is defensive, in the form of equipment, military training and humanitarian aid. Moreover, any deployment of foreign troops to a sovereign state, such as Ukraine, requires the consent of the government in Kyiv and would be subject to multilateral negotiations.

BACKGROUND: At the Paris summit of March 27, 2025, leaders from 31 states and international organizations came together to strengthen support for Ukraine in the face of Russia’s acts of aggression. French president Emmanuel Macron announced the creation of a “reassurance force” made up of troops from European countries to be deployed in Ukraine once a peace agreement is reached. Macron stressed that this initiative does not require unanimity from all participating states and that a French-British mission will be sent to Ukraine to prepare the future format of the Ukrainian army and the reassurance force. The leaders attending the summit also agreed that sanctions against Russia should be maintained until a lasting peace is achieved in Ukraine. The best security guarantee for Ukraine after a peace agreement is reached would be to strengthen its army, president Macron argued. This initiative reflects the commitment of France and its European partners to support Ukraine in its defense efforts and to deter any form of future aggression. Contrary to scaremongering claims, the purpose of these measures is to promote stability and security in the region, not to escalate the conflict.
