The West is preparing a new war against Russia and for this reason is not allowing Kyiv to sit down at the negotiating table with Moscow, pro-Kremlin propaganda claims.

I do not see Ukraine accepting the peace agenda. In this regard, conditions have not been created either among the ruling elites in Kyiv or in public opinion. Nor will they be created in the near future. Despite all the problems in the relations between the Zelensky and Trump teams, Kyiv has achieved clear successes in its relationship with the US. And behind Kyiv stand important forces from European states and transnational companies. Therefore, I do not believe that Kyiv's situation is so difficult that it would agree to peace negotiations with Moscow.

If Europe is oriented toward creating an armed conflict with Russia, then it will do everything possible to make sure that the Ukrainian front does not collapse and that Kyiv does not engage in peace negotiations before the start of the conflict prepared by Europe. Unfortunately, they are clearly maintaining a course toward preparing for a military confrontation with Russia.

PURPOSE: To present the EU as a belligerent actor that fuels conflict and hinders peace in Ukraine; to justify Russia’s aggression by invoking an alleged European threat; to prepare the public opinion for an escalation of the armed conflict.
Reality: The EU was founded to ensure peace on the continent, and that is what it wants in Ukraine too.
WHY THE NARRATIVES ARE FALSE: The EU is an organization founded on the principles of peace, democracy and international cooperation. The Treaty of Lisbon (2007) explicitly states that the EU contributes to the peace, security and sustainable development of the planet, to solidarity and mutual respect among peoples. Throughout its history, the European Union has never attacked a state or initiated military conflicts, unlike Russia in its various state forms. Furthermore, the EU does not have its own army. The EU's Common Security and Defense Policy (CSDP) and all European military initiatives are defensive in nature and aimed at protecting European territory and citizens. Defense investments by EU member states have increased in direct response to the Russian aggression against Ukraine, not in preparation for an attack on Russia.
European support for Ukraine is legally justified
The military and economic assistance provided by EU countries to Ukraine complies with international law. The UN Charter recognizes the right to individual and collective self-defense, and supplying weapons to a country under attack is a legitimate practice recognized by international law. The EU is not "fueling the conflict," but responding to unprovoked aggression by aiding a country under attack. The European position on ending the conflict is clear: peace must be just and sustainable, observe the principles of international law, and guarantee long-term security. According to polls, the overwhelming majority of Ukrainians support continuing the resistance and rejecting Russia's proposed surrender. The Ukrainian people have therefore decided not to give in to the aggressor.
Russia rejects any proposal for a ceasefire
The Kremlin systematically promotes the narrative of a "bellicose Ukraine" to mask its own refusal to negotiate constructively. Russia has never demonstrated good faith in the negotiation process, systematically using diplomatic pauses to regroup its forces and consolidate its military positions. Russian conditions for "peace" include recognition of illegal annexations, the complete demilitarization of Ukraine, a forced change of government in Kyiv, and turning the country into a vassal state of Russia. Russian peace actually means surrender.
The Minsk peace agreements of 2014-2015 have been systematically violated by Russia, which continued to support separatists in eastern Ukraine and strengthen its military presence at the borders. Even during March-April 2022, when the Istanbul negotiations took place, Russia continued its bombardment of Ukrainian civilians and refused to accept international guarantees for Ukraine's security.
In May 2025, Zelensky agreed to an unconditional 30-day ceasefire, but Russia rejected this Western proposal and continued its invasion. A temporary ceasefire would give Ukraine a "breathing space," the Kremlin said, arguing its refusal to accept a truce. Zelensky proposed to Putin to meet in person in Istanbul in May this year, but Putin refused to come. Therefore, the continuation of military actions is Russia's fault, as it refuses to withdraw its troops from the territory of a sovereign state. The war can end at any moment if Russia stops attacking Ukraine.
CONTEXT: Political scientist Oleg Nemensky is a contributor to Russian propaganda platforms, being used as an "independent expert" to lend credibility to Moscow's messages. Nemensky's statements are quoted exclusively by pro-Kremlin media, as the political scientist is known for promoting Russian nationalist ideology. For example, in 2013, he stated that "Transnistria is a true model of Eurasian integration."
Nemensky's latest statements were made in the context of the Trump administration's announcement of a new military aid package for Ukraine, delivered through NATO. In addition, the EU intends to provide Ukraine with long-term support through a 100 billion euro package in the 2028–2035 multiannual budget, aimed at rebuilding damaged infrastructure, strengthening defense capabilities, and facilitating Ukraine's progressive integration into the European single market.
Nemensky, quoted by the Russian press, tries to minimize the impact of US support, promoting the idea that the "real problem" is the EU, which is preventing the conflict from ending. This rhetoric is part of the Kremlin's strategy to sow divisions among Western allies and present Russia as open to negotiations, while portraying the West as the one "fueling the war." In reality, Russia has consistently rejected any proposal for negotiations that did not involve Ukraine's surrender.
