The government in Chisinau keeps prolonging the state of emergency in order to steal, claims the oligarch/fugitive politician Ian Shor. In reality, Shor participated in the looting of Moldova's banking system, and his party was accused of involvement in an FSB plan to overthrow the government in Chisinau, the security crisis leading to the extension of the state of emergency.

NARRATIVES: 1. The Chisinau government has stolen one billion euros that the Republic of Moldova received from the EU. 2. The authorities keep extending the state of emergency only to achieve their political and economic interests.
LOCAL CONTEXT/ ETHOS: A state of emergency was declared in the Republic of Moldova starting on February 24, 2022, when Russia invaded Ukraine; after the expiration of the first period, the state of emergency has been constantly extended by 60 days at the request of the Government, with Parliament’s consent. The measure was taken in the context in which the Republic of Moldova, which has over 1,200 km of common border with Ukraine, is considered the most vulnerable country in the region in the event of an attack by the Russian Federation. At the beginning of the war, when few experts expected such strong resistance from the Ukrainian military, the Republic of Moldova, with an influential Russian-speaking minority and a pro-Moscow secessionist region, was considered Moscow's next target.
Shortly after, a large number of Ukrainian refugees came to Moldova, triggering a crisis that it managed very well, as noted by international organizations. The war in Ukraine has caused inflation to rise to 30% and an energy crisis, initially due to high prices, and last fall also due to insufficient gas and electricity (as a result of the actions carried out by Russia and/or the separatist regime in Tiraspol, which is supported by Russia).
Meanwhile, after a short period of confusion among the pro-Russian left, caused by the defeats in the 2020 and 2021 elections, but also by Russia's failures on the front in Ukraine, the Shor Party, led by the fugitive politician Ilan Shor, convicted by a court of first instance for involvement in the huge bank robbery of 2014, started protest actions, which reached their peak in the autumn, and is now seen as the main political force managed by Moscow in the Republic of Moldova.
In the last two months, there has been increasing talk, both in Chisinau and in Western chancelleries, about an alleged plan by Moscow to destabilize the internal situation of the Republic of Moldova, including through protest actions and hostage-taking with the help of foreign mercenaries. The mastermind behind these actions would be the Shor Party, advised by the FSB.
PURPOSE: To undermine the trust the citizens of the Republic of Moldova have in the current pro-European government in Chisinau, which came to power with a strong message about fighting corruption, reforming the justice system and embracing European values. To divert attention from the legal issues facing Ilan Shor, who was convicted by a court of first instance for participating in the theft of one billion dollars from the banking system, by associating the government with the alleged stealing of one billion euros from the credits and grants offered by the West.
Fact: Moldova did not even receive a billion euros, and the state of emergency was extended due to security threats
WHY THE NARRATIVES ARE FALSE: First of all, the Republic of Moldova has not received one billion euros from the EU, as Shor claims, quoted by some media outlets. According to the data provided by the Ministry of Finance at the end of last year, in 2022 the Republic of Moldova received financial aid from all international partners in the amount of 671 million euros, and another 800 million are expected to be granted in 2023. Largely, this aid has been allocated to cover part of the population's expenses for energy, which has become extremely expensive, and also to cover the state's spending on Ukrainian refugees.
The authorities did introduce some restrictions (such as banning the blocking of streets on working days), but did not ban anti-government protests. The police detained people who were found to have prohibited items on them and who were suspected of preparing mass disturbances.
According to Prime Minister Dorin Recean, the state of emergency was extended due to “persistent risks and threats aimed at national security, the supply of electricity to the Republic of Moldova, as well as acts of sabotage within the judiciary, which have amplified attempts to destabilize the country and create impediments in the country's accession to the European Union”.
GRAIN OF TRUTH: The state of emergency has been extended in the Republic of Moldova since the Russian invasion of Ukraine. The Commission for Exceptional Situations has adopted several decisions to reduce the threats to the security of the Republic of Moldova
OFFICIAL REACTIONS: “The extension of the state of emergency is a necessary constitutional tool, because we are still facing elements of a hybrid war waged by Russia against the Republic of Moldova, which is helped in one way or another by the group for theft and war, which has a clear mission - to destabilize the situation and create chaos. The Republic of Moldova, the state institutions will face these challenges, and those who participate in, organize and incite such provocations, must know that eventually they will get punished”, Prime Minister Dorin Recean said.
