Disinformation:

NARRATIVES: 1. The Republic of Moldova is ruled by external forces and it needs to defend its sovereignty. 2. The USA and the EU interfered with the election campaign and the domestic affairs of the Republic of Moldova. 3. After PAS took power, a direct external rule was introduced in Moldova.

BACKGROUND: The Republic of Moldova is an ex-Soviet state, where Russian influence is very strong, fueled by support from political parties and the Russian-language media. The Party of Socialists, led by Igor Dodon, is promoting closer ties with the Russian Federation. The PSRM leader, who was also the president of the Republic of Moldova, was accused of cooperating with the Russian intelligence, using the code name Kremlinovych. PSRM had the largest number of deputies in Parliament and controlled both the Presidency and the Government, but lost power after Igor Dodon failed to secure a second term as president in the presidential election of November, 2020, and his party grabbed only 27% of the vote at the July 2011 parliamentary election.

The majority population of the Republic of Moldova owns Romanian citizenship as well and hopes for a future in the European Union. A large number of Moldovan citizens work in EU states, and in recent years young people prefer to study in Romania and other EU countries. The latest election in the Republic of Moldova was won by PAS, a pro-European party founded by president Maia Sandu.

PSRM leader Igor Dodon, the former president of the Republic of Moldova, became unpopular with Moldova voters and lost credibility with his sponsors and supporters in the Russian Federation. Against this backdrop, he withdrew from Parliament and announced he would also step down from the helm of the party.

PURPOSE: The narratives are aimed at discrediting the new administration and scare the population that the Republic of Moldova will disappear from the map. Igor Dodon’s statement on the sidelines of the videoconference organized by Edinaya Rossiya Party is also an attempt to persuade his supporters in Russia that he is still able to lead the number one pro-Russian party in the Republic of Moldova.

WHY THE NARRATIVES ARE FALSE: Western “interference” has been Putin’s obsession for years. The Russian president condemned the so-called “color revolutions”, the Euro-Atlantic aspirations of certain ex-Soviet republics and the support of civil society by means of various programs and grants, describing them as actions designed to fence in Russia and bring it under the West’s political control.

Igor Dodon’s statement as part of the videoconference hosted by Edinaya Rossiya is part of the Russian Federation’s wider geopolitical strategy meant to maintain the Republic of Moldova in its sphere of influence. The main narratives promoted by PSRM are targeted against the West and Romania, European and American ambassadors and non-governmental organizations. On the other hand, both in the presidential election campaign last year and in the parliamentary election campaign this year, high-ranking Russian officials conveyed messages of support to Igor Dodon and PSRM and accused the American and EU embassies in Chișinău of interfering with the domestic affairs of the Republic of Moldova.

The EU delegation pointed out that its actions in the Republic of Moldova fall in line with its mandate and observe the independence and sovereignty of Moldova. During the election campaign, representatives of the US Embassy in Chișinău and of the EU Delegation obtained observer accreditations from the Central Electoral Committee, and all the meetings the heads of diplomatic missions had fully observed with the election legislation and complied with their status as observers.

OFFICIAL REACTIONS: “The European Union supports the Republic of Moldova based on the Association Agreement signed in the spirt of cooperation and partnership. The Delegation of the European Union is closely monitoring domestic affairs, based on the compatibility of local legislation with Moldova’s international commitments, including those in connection with the European Union, in compliance with its mandate and with the strict observance of the independence and sovereignty of the Republic of Moldova”, the European Delegation reacted in response to a request from Replica Media.
