DISINFORMATION: The EU grants the status of candidate to Russophobic countries that have nothing to gain from that

Disinformation

According to narratives launched by pro-Russian politicians in Chisinau and officials in Moscow, the European Union offers the status of accession candidate using Russophobia as a criterion and, together with NATO, is building a war coalition against Russia.  Such narratives have appeared in the context in which the Republic of Moldova and Ukraine received the status of candidate countries for EU accession.

NEWS: Former pro-Russian President Igor Dodon  commented  on his Facebook page about the Republic of Moldova obtaining the status of candidate country for EU membership: “... I believe that Moldova will not become a member of the EU in the near future. It is unknown at this time how long will the EU last after all.  Bulgaria's pro-European government has recently been ousted, and political crises are only escalating. When countries as important and strong as the United Kingdom leave the EU, and Moldova, with its unresolved issues, including territorial ones, rushes somewhere, I think it is wrong”.

Former Communist President Vladimir Voronin has also said  that the status of candidate does not offer any clear prospects for EU membership and that the Republic of Moldova is thus “tied by a chain, so that it cannot cooperate with its strategic partners – the Russian Federation.”

Russian Foreign Minister Sergei Lavrov  has stated  that the countries interested in getting the EU candidate status are obliged to take a Russophobic stance, and Russia will look into whether they will “submit to the EU demands or maintain their independence.  We do not believe that Russophobia will disappear, but the path is chosen by Europeans”. He has also said that the EU, together with NATO, is forging a coalition to fight against the Russian Federation, just as Hitler did against the USSR.

Earlier, in the same context, Russian Foreign Minister Lavrov had stated  that “an attempt is being made to turn the Republic of Moldova into a ‘second Ukraine’. And the Russian MFA spokesperson Maria Zaharova  said that “What we see now with regard to the EU accession has nothing to do with the actual economic reality, but with the political situation ... The main criteria are Russophobia and the anti-Russia oath”.

Reality

NARRATIVES: 1. The Republic will not become a member of the EU, and the status of candidate does not bring any benefits. 2. The European Union is on the verge of collapse, being abandoned by important states such as the United Kingdom. 3. By being offered the status of candidate country, the Republic of Moldova is prevented by the EU from having relations with Russia. 4. The countries that want to obtain the EU candidate status must be Russophobic. 5. The EU and NATO are forging a war coalition against Russia.

PURPOSE: Through these narratives, the Russian Federation and the politicians in Chisinau who are serving the interests of the Kremlin are trying to minimize the importance of the EU candidate status obtained by the Republic of Moldova and Ukraine.

CONTEXT: The Republic of Moldova and Ukraine were granted the status of candidate countries for EU membership on Thursday, June 23, 2022, when Georgia’s European prospects were also recognized. The status was achieved in record time, just two months after the application for membership, against the background of the war in Ukraine. The decision was unanimously supported by all 27-member states of the European Union. The three states are former Soviet republics, in which Moscow has maintained a strong influence exercised through various levers - politics, economy, energy, or information. All three have been targets of the Russian military aggression.

WHY THE NARRATIVES ARE FALSE: The narratives are part of the Russian anti-Western, anti-EU and anti-NATO propaganda. This activity has intensified in the context of Russia's war in Ukraine and the rapprochement of the former Soviet republics with the European Union. Moscow has tried to prevent the states from the former Soviet space from getting closer to the European Union.

Obtaining the status of accession candidate country is the most important step taken by the Republic of Moldova on its European path. The EU promotes institutional models based on citizens' freedoms, rights and well-being. The fight against corruption, the judicial and institutional reforms required by the EU for accession are primarily for the benefit of Moldovan citizens. The EU has provided economic support to the Republic of Moldova, is Chisinau's most important trading partner and provides the Moldovan producers with the largest market in the world. The European External Action Service has also announced that it will open the European Union's energy platform for joint gas procurement also for the Republic of Moldova, Ukraine and Georgia and will help the three countries develop connections to the European electricity networks. The Moldovan citizens enjoy visa-free travel to the EU countries. The negotiation period will bring even more benefits, including access to non-accession funds.

On the other hand, the Russian Federation is not a model of development. On the contrary, it is a state based on an authoritarian, aggressive regime, which has militarily attacked Ukraine, Georgia and the Republic of Moldova.

The narrative about the collapse of the EU, taken over by Igor Dodon, was presented in the same context by the former Russian President Dmitry Medvedev, the vice-president of the Security Council of the Russian Federation, who has recently stated that the EU will disappear before Ukraine joins it. The European Union has never demanded the severance of Chisinau's relations with Moscow, and the Republic of Moldova has no reason to end its relations with the Russian Federation, on which it depends energetically. Moreover, there are traditional trade ties, and many Moldovan citizens are working in the Russian Federation. Also, the Republic of Moldova, which is a small state, does not have the necessary military and human capabilities to engage in a war against Russia.

As for the EU’s so-called Russophobia, this is another false narrative with no factual basis; Brussels took action (sanctions) against Moscow only as a result of the latter’s aggression, and the Europeans have been trying to maintain a dialogue with the Russian side even after the large-scale invasion of Ukraine.

With regard to the war coalition against Russia, NATO has repeatedly stressed that it wants to avoid a conflict with Russia and has taken steps to prevent incidents that would escalate the situation.
