Disinformation:

The role of Maia Sandu and PAS is to manage Moldova until it has been swallowed by Romania, with the help of the USA and NATO, according to a piece of disinformation that revisits the thesis of Moldova being controlled from outside.

NEWS: Circumstances may push Maia Sandu towards declaring a state of emergency or even war, according to Mejdurecie.md. The publication recalls that 100 days have passed since the inauguration of the Gavriliță Government and states that “the current regime can be defined as external management. Both the president and the PAS were supported to take over the reins of power by “external partners”. PAS - a party represented by externally funded NGOs. All sorts of former collaborators of international organizations, “consultants”, NGO directors etc. are infiltrated in Parliament, the presidential apparatus, the Government. The activity of the President’s Office is also funded from abroad. Practically, the entire top leadership of the country is the “projection” of international structures and Western governments.

The publication also reads that, given that the number of employees has become equal to that of pensioners, the government will have problems paying pensions, but also that Moldova may collapse, which is allegedly demonstrated by the energy crisis. The chain increase in prices will lead to the impoverishment of the population and Moldova will become a bankrupt state. “Here lies the historic role of the current regime:  management of transition. For four years, the current government must either prepare the country to join another state or to introduce permanent emergency measures, including the martial law.”

Moldova’s collapse is also fed by external factors, the author continues, “especially by the increasingly fast collapse in Ukraine, faced with a shortage of coal and where power outages might occur. The Ukrainian authorities might start a large-scale war in the Donbass. " "The external instability and the domestic tension, as well as the growing criticism that the current regime in Moldova is facing can push the authorities to new undesirable actions, and the situation might get out of control. And if that time comes, the current regime will have no choice but to impose a state of emergency or the martial law. The president will be quite determined, especially since, in regard to this matter, she will be supported by the United States, Romania and NATO. If this happens, it means that the "Republic of Moldova" project will have come to an end ", the author concludes.

Reality:

NARRATIVES: 1. Moldova will start collapsing, and Maia Sandu will declare a permanent state of emergency; 2. The energy crisis brought chaos and the government had to declare a state of emergency; 3. The current government was brought in and is being led from outside (the US, the EU); 4. PAS and Maia Sandu have the historic mission to destroy the Republic of Moldova as a state.

CONTEXT: On November 14, 100 days had passed since the PAS government led by Natalia Gavriliță took office. The members of the cabinet, the PAS deputies, who are the majority in parliament, and the party's founder, Maia Sandu, unequivocally support the European course of the Republic of Moldova. The reforms required under the Association Agreement signed in 2014 are the government’ main objectives.

In the first 100 days after taking office, the government was forced to deal with two major crises - the Covid pandemic, which also caused a contraction of the economy, and an energy crisis, amid rising gas prices in international markets. Gas prices have also increased for consumers in the Republic of Moldova, be they companies or domestic consumers.

The PAS government is supported by the EU and the Member States, and Maia Sandu has managed to secure major funding for the Republic of Moldova, including for overcoming the pandemic and dealing with the economic and energy crisis that the state has been faced with.

PURPOSE:  The narratives aim to discredit the pro-European government.  Attempts are being made to associate the new PAS government with an unstable regime, which will destroy the Republic of Moldova and will drag it into a regional conflict.

WHY THE NARRATIVE IS FALSE: During the energy crisis, the government declared a 30-day state of emergency, from October 22 until November 21. This allowed it to procure natural gas from suppliers other than Gazprom. The Russian corporation, the Republic of Moldova’s only gas supplier, reduced the volume of natural gas in October, so the state had to procure additional natural gas from alternative sources to maintain the right pressure in the system.

The gas crisis was not caused by the government, it was a consequence of the situation on international markets. The government called for a state of emergency not because Moldova was on the verge of total chaos as the publication says, but to quickly solve, by derogation, the problem of gas supply from alternative sources. This practically demonstrated that for the first time in its history, the Republic of Moldova was able to procure gas from sources other than Russia. The Republic of Moldova was supported in resolving the crisis by the European Union, Romania and Ukraine, which proves that these structures are reliable partners of Chisinau’s and do not want the destruction of the state, as the quoted source insinuates.

Regarding the narrative that the government is being directed from the outside and has the mission to liquidate the Republic of Moldova, it has been used ever since the election campaigns for the presidential elections, won by Maia Sandu, and the parliamentary ones won by her party, PAS. The narrative continues to be used by the PSRM affiliated press even after the coming to power of the Action and Solidarity Party, in order to discredit it and the European course of the Republic of Moldova.

GRAIN OF TRUTH: Bills and prices of goods have been going up, and this is affecting the population. A state of emergency was declared in the Republic of Moldova between October 22 and November 21, in the context of the energy crisis.
